If my ipod is not charging should I reinstall the apple software?

I just got an ipod and it is not charging. Should I reinstall the apple software or itunes? When I plug it in to the usb port, a bubble pops up that says the computer does not recignise the devise. It was used so whe I got it, it was charged and I could download songs to the ipod.
Any help would be great.
