Why is my keyboard azerty for everything except creating outlook folders?

I changed a computer from English (Canada) to French (Belgium) and replaced the Qwerty keyboard to an Azerty one. Everything works as it should except when I try to create a new folder in Outlook, the keyboard reverts to Querty.

Go into Outlook and change the default language.
