Old hard drive, doesn't boot, need to dispose of?

I have an old desktop that I handed down to my brother about a year and a half ago. Evidently, he managed to kill what life was left in it, and says the hard drive doesn't boot, and the monitor apparently doesn't work either.
Normally, I would run a program that wipes the hard drive but that's not possible in it's current state.
What is the proper way to dispose of this old desktop? Power tools?

Put a new hard drive in it if you want to keep it. It's simple. Otherwise, check the yellow pages for a computer recycling company. Most of them will take it for free, which can't be said for the monitor. It's got lead in it hence the weight. I usually get charged $5 to dispose of it.

Even though there's probably not a law (yet) against sending it to the landfill, it's environmental responsible to cough up the $5 and have a recycling company dispose of it properly.

Oh, that reminds me. Savers, a charity thrift store will take it for free. Sorry. My bad.
