Is there a program to free up MHz/GHz on your Processor??? Because I installed a game that says it is required to have a 1 GHz processor, but it says that I only have a .337 GHz processor! But I know for a fact that I have a 1.73 GHz Intel processor!!!!

The speed of your processor cannot be changed. Pay no attention to messages that say you have a different speed from the speed that you know the hardware provides. If you bought a 1.73 GHz processor, that's the speed it runs at, no matter what games you install.
