who has the right (whos an authorized representative?) to create a fan page for a musician/band on facebook?

I tried to create a fan page for a band I like so people can become fans of them and appreciate them but apparently, I'm not an authorised representative for them. I have founds loads of other musician fan pages on facebook and surely they can't all have been created by people who are authorized representatives of the bands/musicians, am I right or wrong?

Very much doubt it. You still require permission to use any copyright material you use, from their agent and record company.
